I have stopped in and eaten here a few times....I will keep going back.
First of all - I appreciate the fact that it is more relaxed and slightly less crowded/pretentious than other local bars (taproom, pope.) Prices are slightly lower and its just a more relaxed feel overall. I never have anyone give me that "you are not hipster enough for this passyunk local" look.
The food is GREAT. Service has always been great.
BRUNCH is the best ----seriously.
Food in general in philly is priced high - so this is kinda no exception -but cheaper and better than thte tap room. ;)

Awesome food.
My boyfriend and I split the breadcrumb topped macaroni and cheese, the catfish entree and the battered shrimp with sesame seeds. After eating, I honestly wanted to go back into the kitchen and hug the chef. The food wasn't just good for a local hangout, it was just really good. I definately recommend going here. I plan on going back very soon to try everything else on the menu!! Good job Lucky 13

Another low-key beer-centric bar finds a welcome home in East Passyunk..
In Short
Long-time local bartender Clark Newman finally gets his own place, which he outfits in deep hues, dim lighting and a few throwback decorative touches. The two-room corner space puts its bar front-and-center, opens onto the street with an old-school, South Philly-style residential screen door and throws about eight tables in back, making Lucky 13 feel more like a dive bar than a restaurant. Despite thi, the food is comforting and served with a smile. Nothing is fancy or pretentious here, considering Clark still works the taps and much of the clientele is made up of neighborhood folk and industry insiders.
